I really doubt Quincy knew a thing. Miriam was a nobody. Miriam's
whole motivation was to change that. Miriam's crimes were probably
exactly what they seemed to be: criminal actions by a disgruntled
employee.
All right, point conceded, but it doesn't change the thrust of my
argument: At the time of DD incident, Genom was still considered to be
respectable. Therefore, they couldn't really say "Hey, that Battlemover
which was going to be sold illegally was really ours, and we were the
ones who were going to sell it, and we'd like it back now, please."
And, of course, by the time their rep fell, it would have been to late
to do anything with it.
So IF there was an SI, and IF they joined the ADP, and IF they wanted to
get the DD (assuming they weren't blocked for being a rookie cop or the
fact that the techs wanted a look at it first), then they wouldn't have
to worry about Genom themselves claiming it. The SDPC, being civilian,
couldn't claim it, the DD having been impounded for evidence. The USSD
_could_ claim it, being a branch of the UN, and would probably have
right and reason to do so... (remember how much time Leon and Daley had
to look at the ORCA shuttle before the USSD showed up?)
I think that Genom would, having so much influence in the USSD, get it
fairly quickly, but it could ONLY be through the USSD. So the ADP SIer
would get to say "Oh, look, the DD Batt-" before the USSD ran up and
took off with it. And, of course, Genom could use the tech later for
stuff like the boomer giant. (funny, we didn't see any Genom-made
battlemovers after that(at least in BGC. I have not yet, to my disgust,
seen BGC!.). I think it's either because the story focused more on the
KS's efforts against Genom, related SPECIFICALLY to the boomers, or
because Genom had no real interest in Battlesuits as a main product.
After all, they'd be a real pain to mass-produce, and you'd need 33-S
pilots to use them properly.
Ideas are easy. Execution is what kills ya.

(Well, unless you hit them really hard with the gun or something, but I
think, considering how often that happens, and how easy the alternative
is, it's safe to generalize that it's really the bullets.)
So, we should outlaw bullets. Guns are fine. Then again, it isn't really
the _bullets_ themselves, is it? It's the kinetic energy from them that
drives them through... we should make kinetic energy illegal. Hmm, but
kinetic energy is based on the laws of physics...
