Because brainless, hostile bimbos are easy to write, and because sometimes
plots require a certain amount of malevolence and bubbleheadedness.

Simply put, two clever people trying to outwit each-other usually takes a
lot more planning and forethought than any of the standard Shampoo
plots.

And sometimes the story calls for that sort of thing.
