I could be totally off-base. I've never read a manga with Peorth in it.

Well, you were off. Peorth doesn't work at the Relief Goddess Office like 
Belldandy and her sisters, she works at the Earth Assistance Center.

Although it has never officially been mentioned, you ave made a good as any 
arguement for Peorth being the Goddess of Forever.

That's not quite how she does it. A cone of light shines from the lens to a 
wall or roof, creating a portal for Peorth.

I'm given to understand that Peorth can veto a wish like that.

Finally, a client HAS to make contact. They won't send a Goddess down to 
grant wishes unless the client makes a call first.
