So I'm asking:  anyone *not* using IE4 or Netscape 4?  Would this cause
you too much hardship?  Would the use of frames make you hate me forever?

I prefer lynx whenever I'm not mucking with my pages or looking for picutes.
Properly done, CSS or tables won't make a page any more combersome than
it was before, but frames can be obnoxious ^_-
If you want you can look at some of my pages, I try to be good about such 
things.  You might want to turn off images before looking at the Eva page,
as the background pic is ~3 minutes over a 28.8 modem ^_^
