Something weird about this sentence. I think it's because 'its' could apply
to either acid rain or the city of Tokyo

   To make it worse, beginning in the year 2000, a lot of strange cases

Other than knowing she's a friend of Rally's and (I think) at least as
powerful as Katsumi, the reader doesn't know much about her either

   Katsumi stared at the elevator door, making faces and imitating Mana's 
tone for a few minutes, before letting out a great sigh.  "Well, I guess 
there's nothing to do but get to work on it."  Once again, she took pen in 
hand to do the unenviable task of keeping the AMP's files up to date.

*pen*???  With Lebia Maverick in the department?

<scene of cohabiting Katsumi and Kitty.  They get on each other's nerves 
like Olive and Florence.  (Oscar and Felix, to the older generation.  The 
Odd Couple?  Oy.)  Also, Kitty is still angsting over being seventy per 
cent cyborg.  Finally, Katsumi has had enough of the angst and decides to 
show Kitty that she still has those kind of feelings.  Some fairly rough 
naughtiness ensues.>

  Katsumi rested her head on Kitty's chest.  "It feels the same.  It's 
the same warmth," she said languidly.  "And I can hear the same sound."

Hello, Kitty!  (er... who's Kitty? Kiddy's evil twin? Well, this *is* based
on Silent Mob, and you can never tell, the way *that* manga has been going)

   Katsumi lifted her head to meet Kitty's eyes.  "Really?  Hm.  Maybe we 
were lovers in a former life or something."

Are they green with vertical pupils? Or are the pupils still horizonal from
the previous night's debaucheries?

   "Do you think?" Kiddy wondered.

   Millions of years ago ...

   "You want it?  Hah!  You can have it!"  The sound of a medal breaking.

   "Lufy ..."


   "Naaaaaaaaah," they chorused, and started to suck face again.

Of course, you *could* have gone the Ayukawa Madoka and Kasuga Akane route
instead of the Lufy and Rabby way.   ^_^

   "Unforgivable.  Unforgivable.  Unforgivable!  She will *NOT* have her 
before *I* do, or my name's not Lebia Maverick!"

Just invite her back to your place for a swim, Lebia. We all already know
you sleep and swim in the nude   ^_^

   The FORESHADOWING bits make more sense if you know what's been going on
in the Silent Mobius manga, recently.
