Well, the tchnique doesn't really hurt by itself. It's the fact that
you're falling from a massive height afterward that does. So, since,
because of his dragon ancestry, Herb can fly....

  No... that's _not_ how Herb stopped the Hiryuu Shoten Ha.  In fact, Herb can
_not_ fly because of his dragon ancestry, he doesn't have wings.  Herb can,
however, use his mastery of Chi to fly, which is what he did in one of his
techniques, but to defeat the Hiryuu Shoten Ha, Herb used his mastery of Chi
to cool his own Chi lower than Ranma's so that Ranma was the one taken by the
tornado, not Herb.
