I take it you've never been caught by a real cloudburst. I remember
stepping out of a taxi one night when it not raining at all - the ground
was even dry. It started raining seconds after I got out of the taxi. By
the time I covered the 200 yards or so at a full run to my destination
(perhaps thirty *seconds*) I was soaked right through my underwear. It
was that hard, that fast, with no warning.

Possibly, but he's right, in a way. For the area that I've set the story
(western Washington state) there is not really heavy rain.
