I've had a few people ask essentially the same question. I will
admit, the same question occurred to me during planning, and so
here's how I rationalised it (anyone else have any theories, or
able to show me why it is wrong? I'm open to suggestions):

When URD appeared in OVA #2, her interference caused trouble with
the Ultimate Force. Similarly, Belldandy's actions are disrupting
the system.
Plus, success is such a vague term. Perhaps, since Keiichi is no
longer concentrating on any of the various aspects of his life,
they have been dropped from the parameters of his 'success'. I'm
not saying if it is, or is not so about the definition for his
wish, because in the end it does not change what happens in the
story, just the way one sees it.
