Not really.  Vertigo titles are pretty much stand alone and have almost
never cross over authors.  Neil Gaiman's hell and the going ons between
Morpheus and Lucifer are in a completely seperate universe from Garth
Ennis's Constantine.  Though curiously enough there was recently a crossover
Hellblazer and Books of Magic.

Anyways the point is no, its only in the Sandman comics (mainly those with
Gaiman's creative influence on them) that Lucifer has left hell.

Ennis's Hellblazer and whoever writes it now are in a world apart.
