That's the Full or Perfect version (I forget how it translates) that shoots
the giant ball of ki into the air. It's important to note that if Ryouga
does it right the falling ball of ki *does not hurt him!* Something a lot
of fanfic writers seem to forget. The trick is though that he has to let go
of his anger and depression, his heavy ki, in order to remain unharmed by
the falling ball. After Ranma figured this little fact out, he simply
waited for Ryouga to throw the Full Shi Shi Hokodan and then distracted
Ryouga so that Ryouga took the full brunt of the blast as well.

Not only anger and depression. I think its all emotions. Since in the last
part, Ranma made Ryouga even more depressed by saying he kissed Akane. Then
when Ryouga unleashed the Shi Shi Hokodan, Ranma jumped in front of it, and
said he didnt kiss Akane, which made Ryouga happy, and he got hit by his own
blast.
