Yep, right after Cologne convinced Shampoo to give up her rights to Ranma.

the manga... Ranma -did- technically defeat Cologne, didn't he?

She wasn't exactly defeated. She called an end to the fight and gave away
the prize to Akane, and not to Ranma as the duel stated. The fact that
Akane will give it to him later was beside the point, Cologne should
have handed it to Ranma only.

Cologne basically fudged the rules of combat because she didn't want a
loss on her record nor face Nekoken.

Even if Ranma did officially defeat Cologne there is the problem of
Shampoo's previous claims.
