First of all. We all know that it's more than likely that SEELE is
going
to attack.
How about a preemtive strike?
A preemptive strike would be futile, and suicidal:
(1) Not even Gendou knows where SEELE's base actually *is*.
(2) The NERV Evangelions would be at a disadvantage: their power
supplies would have to be flown in by chopper, as well as their
weapons. All SEELE would have to do is take down the choppers, and
NERV would be sunk. Unit-01 wouldn't have a chance to go into
Berserker mode, nor would the others...05 through 13 would already be
half-finished eating them by then.
We have neither the time or resources to do so. Besides, if it
can
survive an explosion that created the Second Impact, then there's
not
much chance of us succeeding<<
Alternatives:
A. Throw it down a volcano.
B. Shoot it into the sun.
A. If an explosion that melted nearly all the ice on the planet
didn't kill it, what makes you think a volcano would? They thrive on
heat.
B. I doubt they have time or money to build a space carrier large
enough to get it off-planet.
It might survive those. But any attempt to recover it won't.
Since the only option listed above that is feasible is the
volcano...they could recover it. D-type equipment.

I suggest concentrating on taking out the plugs or cores first.
There wouldn't be any entry plugs, since there are no pilots. As far
as I know, since the Kaworu dummy plug is based off an Angel's
brainwaves, the Evangelions of SEELE don't require any entry plug
inside them to function. As for the cores...that is, of course, the
only way to actually *kill* them....but they're not exactly easy to
get to.
