advasary that would not be toast in the Tenchiverse, for example). 

  What about Kyosuke's grandfather.  I believe the series hinted that he
had considerably more power than he normally showed.  Not at Tenchi's
level, but appreciably more than the other Kasugas.  And he might not be at
as much a disadvantage in the Tenchiverse as may first appear because
Tenchi & co. powers are almost entirely physical in effect, whereas he is a
telepath (among many other things).
