Maybe maybe not, but it seems to be, and it _is_ an effective method of
explaining their abilities.  If you think about it, it even makes
sense.  Ranma and Ryoga gather their chi for their projectile attacks
much the same way the sorcerers gather their will, and all of their
attacks are accompanied by a word or words (even if it's only a kiai). 
concevably their attacks could be the Will and the Word since it has
most of the earmarks of it.
