They got lazy, I think.  The animators, that is :)

Perhaps Serenity had to come out of the ice (years) earlier then the others in 
order to free everyone else, before she used the ginzuishou to give everyone
immortality. Or perhaps she had enough control to wish herself a more mature 
body, so that Endymion wouldn't feel as uncomfortable. Or something like that.

Side note:
My own vision of Crystal Tokyo is that of a society in which the problem
of physical evil has been solved, but not that of moral evil. Moral evil
is less of a problem, because some needs and wants that drive people to
immoral actions are more easily met in moral ways.  Eventually, I'll get
around to writing Black Moon Rising, which will actually set this vision
out.  All I have to do is finish my 20000  other projects...:)

Heh.  Well, when you get to it, I'd find that a *very* interesting vision 
to read about.  When you get the other 1,999 projects out of the way.  :)

The other major issue I'll be dealing with is the question of why Serena
and company didn't find the Black Moon Family and squash them before the
attack on Crystal Tokyo occurred.  They know this attack is coming, and
yet, it isn't headed off in advance.  

There is a certain security in knowing your future - in knowing you'll be alive
and nigh-immortal a thousand years from now, in a society you can admire and
respect(Well, that they can admire and respect). Perhaps they feared changing 
that by interfering. Besides, they already know they win...

As I've said before, the Nemisis clan history is one area in SM that I believe
could do with some looking at in fanfics, interesting things could be made of
it. So I'll wait with interest to see what you do with them.

(What I think needs to be explained is why Chibi-Moon really kept getting sent
to the past for training. I'm sure any of the Crystal Senshi could have trained 
the pink horror {"Uhhh... no, no I can't do it this decade, I'm... uh... off to
hunt youma. Yes, that's it. Coming Jupiter?"})
