Two reasons, I think.  One is that they knew that was what happened :)

The other reason being that you can't make a Queen in a palace, as the
expression goes.  The desire to expose Chibi to a life beyond that of
pampered rug rat in a perfect time, so that she could see what things had
been like before that.  

Maybe they should have sent her to the Dark Moon then, after the war.
Hmm... there's an idea...
