She can surely do things like chi-based healing.
That said, I agree with the choice of targets. With this version of
Cologne, who is an immediate and lethal threat to the lives of others,
you don't shoot to maim. Also, the torso & stomach region is, under
normal conditions, the largest lethal area available (though,
considering the way Cologne's body is drawn, the head might be bigger).
Maybe Nabby didn't have enough time to aim. Maybe she figured she had to
get her shot off while Cologne was still distracted, rather than take a
chance on being spotted. Or maybe she's just a lousy shot. It's not like
we've ever seen her practicing. She says she's good, but that could be a
bluff.
