Well, the "u"s are there because their names in japanese are 
Ri(small)yo-U-ga... , U-Ki(small)yo-U, and Te-n-do-u. Meaning, there is a
hiragana "u" in their name to extend the sound of the o. If everyone could
put lines over their o's to make that the indication of the long o, then
people would. However, this being ascii for the most part, people tend to
use the u to indicate that long sound. Also, it's just easier for me to use
it 'cause that's the way the orig. hiragana was - simpler to translate back
if that's what you're inclined to do. 

Also, it depends on the system people use to write their japanese. For
instance, certain systems use a double o (as in Ryooga) to indicate long
o's. (most people don't use this, but some do - like my japanese reader.)
Most people use the ou to indicate it, or drop it altogether. *shrug*
depends on your system.
