They can't use the one power to HARM.  Things like:
Making it rain on Ranma all the time.
Putting a globe of darkness around his head so he can't see
Making all water that touches him instantly cool
Throwing mud at him. (Note we've seen Aes Sedai do this who at least as
far as we know are not Black Ajah)

etc, etc, etc.  The key thing is they can't do it with intent to cause
physical injury, but humiliation and aggravation adn making your life a
living hell is another story.  

Also, if you're just a scumbag, you can send your warder to attack and if
he even lightly pokes your warder, your blasting Ranma to kingdom come
falls under 'defending your warder'.  The Three Oaths don't take
provocation into account, but they do allow you to defend
yourself/warder/other sisters from assault.
