Setting aside all religous objections, I have to disagree greatly with your
statement that it's weird for Usagi and Rei to be in a lemon together
because they don't get along.  Those two are best friends, and everyone (in
both anime and manga) knows it. U & R just won't admit it to themselves.

Evidence: it's all over both the anime and the manga. They're like sisters.
Also, check out their actions toward each other when the chips are really
down - What did Rei do to Usagi at the very end of the R movie? Who did
Usagi carry on about most in TV ep 45?  And then there was that little
by-play between the two of them up at the end of the series (ep 192? 196?
somewhere in there)
