RAAC is a Usenet newsgroup, not an FTP site. Use a newsreader such as
Win-VN ( I think it's called), (Free) Agent, or Netscape news.

You can also send your posting via email to
rec-arts-anime-creative@cs.ubc.ca. For someone without decent usenet (like
me), this is probably the best way.
