RAAC is a Usenet newsgroup, not an FTP site. Use a newsreader such as
Win-VN ( I think it's called), (Free) Agent, or Netscape news.

Consult your ISP for details on how to configure software for posting to
newsgroups (you need to put in the address for your newsgroup server in
one of the Options screens).
