1 - When does _End of Evangelion_ take place, especially in relation to
the Second Impact?

EoE would be sometime in 2015.

The very first words of the series are "In the year 2015."  In the final 
episodes it mentios it being 2016. More precisely, we can prove the
series starts after June 6, 2015. EoE would probably be in the middle of
2016, although I haven't nailed it down precisely.
