umm... with all the proof to the opposite (Genma has been attacked by
Shampoo and Ukyo.. and seen what Cologne can do) i don't think he'd be
so opposed to it. also if Genma thought that women shouldn't fight

It's as good an excuse as any.  After all, Genma wouldn't want to
tell Ranma he didn't want him having any kind of relationship with
any girls other than Akane.  Besides, nothing compels Genma to
be consistent. Also, given the number of women who have found reason
to attack Genma, from his study under Happosai to Ukyo and his wife,
I'd say that Genma's reasons for discouraging widespread martial 
teaching of women are quite solid based in self interest.

why would he agree to have Ranma marry Akane ( a martial artist, even
if she doesn't keep up with the arms race the rest of the cast is engaged
in)?  If he didn't think women should be taught martial arts, then he would
have made sure to have his son engaged to either Nabiki or Kasumi.

      Ranma-Chan sighed.  "It was a JOKE, Akane.  A joke.  If you
want to join our sparring session, you're welcome to it."  Then
Ranma-Chan brightened, an idea coming to her.  "Say, why don't you
and I spar a bit and give Mai a demonstration of our skills?"

When has Ranma ever sparred (properly that is) with Akane?

Depends on what you mean by "properly".  While he wasn't engaged
in the no-holds-barred life endangering brawling that he does with
his father, in the Anime the occasion where he first calls her uncute
was pretty much a real sparring match.  Then there were the manga
where she tried out various ways of enhancing her abilities by 
beating up Ranma, and on those occasions he definitely fought back.  
And the fights he has with his father aren't particularly good
training form anyway.  Too risky with anyone who can actually be
injured.
