I can't comment on the next part, it would ruine things.  I'm curious as to
why you think that Sakuya may not like Hotaru. Is it because she's an Outer
Senshi? My personal dislike for Uranus has translated onto Sakuya. Makoto
doesn't like the ethics of Uranus or Neptune but actually falls short when
considering that her granddaughter actually has the same traites that the
two outers have. Again As Sakuya grows she's learning that the perceptions
she "learned" aren't necessarily the trueth. It's unlikely I'd ever be
truely fair to Uranus since I dislike her so much but...

I like all four Outers myself...though I can see why Uranus might grate.  I
thought Sakuya might dislike all Outers because of their general 'ends vs.
means' attitude...not that she doesn't have that herself, but if there's one
thing Sakuya is excellent at, it's deceiving herself.

I am amazed that it took a lot of people this long to figure it out. There
was certainly enough clues given before. Suffice it to say you gave a very
detailed and well thought sysnopsis to what is actually going on. It's a
very internal struggle.
