No, it has to be "Moderated" in the last quarter. There were
several folks who had posted stories well before the end of
the quarter and they did not appear on RAAC untill after the
deadline.

Anou....hold up a minute here. The quarter ended when, the 30th? If
fics moderated before the end of the quarter are eligible...

The rules state that fanfics placed in the raac *archive* are eligible. 
 And all stories posted to raac get placed in the archive.  There's 
just sometimes a delay.

In retrospect we should have used a different criteria, given the 
moderator problems we had a few months ago.  However, we couldn't 
change the rules mid-stream.

Next year, we'll do something different.
