No, it has to be "Moderated" in the last quarter. There were several
folks who had posted stories well before the end of the quarter and
they did not appear on RAAC untill after the deadline.

(In fact, I posted a story on October 1, and it has STILL not
appeared on RAAC, nearly two weeks later. Does anyone know what's
happening there? )

The people at the RAAC are _SLOW_!!!  I posted a fic in March, it didn't
appear until June!  That's probably abnormal, but it does happen. 
Either the RAAC needs more moderators or the ones they've got need to
get off their butts and do their job--I mean 3 months for a 6K fic?!
