Yes, she is the smartest.  No, she doesn't know how to use her
powers more effectively.  Like Nene, Mercury is great at analysing
an opponents weak spot, but relatively poor at personally exploiting
it.  Note incidentally, that since the Cybers will be brought
into existence during the year when Sailor Moon vanishes, the Sailors
would have the power levels they had during the Ail and Ann (Alien)
storyline.  Even in the Black Moon storyline, Mercury was still
the weakest combatant just because unlike all the others, she doesn't
know how to hit people.  Mercury's a utility character, indispensable
for team victory, but dead meat on her own.  

Jupiter, who just smashes her way through obstacles.  Thus, Mercury beats
Tux boy in a fight, while Jupiter can't.

Jupiter probably can, and Mercury probably couldn't.

contrast when Cyber-Moon meets Sailor Moon!  Still, I suppose that
Sylvie would fit rather well with Venus' love motif.

But Sylia wouldn't do that.  She'd just ignore her.  Priss might get fed

In that particular case, Sailor Moon is about to blast Cyber Moon
for being an imposter.
