I disagree with that general statement. I have never written a story that
had new character from the Moon Kingodom appear in the time frame where
Sailor Moon was set. I did write a Sailor Moon fic for the Sailor Moon
Expanded project but that took place completely in the Moon Kingdom Era.
Well, I'm guilty of adding characters from the Moon Kingdom, but there's a
good reason - I wanted to flesh out Sailor Pluto's character. For
Shieldsman, she has a background, a love life, a family...not to mention
that Crimson happens to be Sailor Mars' one true love.
I'm more guilty, but I feel no guilt :0 As long as you create interesting
characters worth reading about, it doesn't matter if you add new
characters from the Moon Kingdom. It had millions of people, afterall.
They were all reincarnated on Earth. Maybe Japan is entirely populated by
reincarnated MK people. That could make for an interesting fanfic if they
all suddenly regained their memories...
As for the bit someone mentioned on the people of earth not welcoming
Serenity with open arms...well, in my future they DON'T accept her. They
accept Endymion. But then, I've fleshed out his link with the Earth to
See 'Arise from your slumber' for part of my vision of the beginning of
the age of Crystal Tokyo. (and parts of Dance of Shiva). I could rant,
but it would take me too long :)

Priss smiled. "This is Admiral Priscilla S. Asagiri of House
Serenity. Request permission to help you kick some giant monster
ass. So did this thing crawl out of your garbage can or what, sis? It
looks like some leftovers evolved into a new life form."
