We assume she doesn't for a couple of reasons:
1) if she did she'd be earning a fortune from Ryoga and there's no
evidence that Ryoga's paying her off.
2) Nabiki is not a heartless bitch--though some authors may dispute that
one--I believe that she cares enough about her sister to tell her about
that kind of thing.
3) we _know_ Soun knows about the curse, it's possible that he told Nabiki
to leave it alone...assuming that she listened to him of course.
