So, here's my opinion:  in the anime continuity, Ryouga and Ukyou
has about as much chance of working as any of the others.  But in
the manga, Rumiko Takahashi makes it very clear over the course of
those volumes who Ryouga will end up with.  Akari.

	There's one problem with that, though. Takahashi-sama did say
herself that the _only_ (and only means singular) couple that was for sure
by the end of the manga was Ranma and Akane. She conspicuously did not
mention Ryouga and Akari, despite how well the two got along together by
the end.
