While doing some quick research for my fic "The Trial," I found that the
criminal system considers anyone under the age of 20 a minor. If a minor
commits a crime that is punishable by death or life in prison, the case is
referred to the public prosecutor for criminal court (adult) and not to the
family court (minors).

Just remember, in Japan, the public prosecutor or family court only brings
a case to trial if he/it has no doubt in getting a conviction. If he/it has
any doubts, he/it doesn't prosecute. Therefore, Japan has a very high
conviction rate in trials.

This is only a brief scratching of the surface of criminal law in Japan.

Ja ne!
