When did Senshi Pluto show up in the Silver Millenium? Has there always

been

a Senshi Pluto to guard time, or did the office first show up then? Has
Setsuna always been Senshi Pluto?

	Honestly, this is one of the greater mysteries of Sailor Moon. Pluto.
Where did she come from, when, why, and how?  I consider her the ultimate
in freedom for development, which is why she appears in every one of my
fanfics.
