I'd say he's Ranma's equal, but only when he's fighting Ranma.  Remember,
Genma has been responsible for most of Ranma's training, he knows the way
Ranma thinks, acts, and reacts in a combat situation.  Against anyone else
I might rate him under Ryoga but over Mousse (but then, I say Mousse is
better than Shampoo).

I also don't think Genma could beat Ryoga, but that's simply because
Genma's style isn't as fast as Ranma's amaguriken (which seems to be the
best way to take Ryoga out), but he isn't strong enough to cause much
damage to Ryoga's God-like stamina levels.

Remember, Genma *does* rely on on strength, at least to a point - like when
he knocks Kunou out with a single blow, or when he catches Ranma's bo staff
and Ranma doesn't seem to be able to do anything about it.

Has Genma actually ever fought anyone except for Ranma?
