Yeah, and I think onna-Ranma should be called 'she,' too, in spite of your
statement at the beginning, because physically, she is a female.  Same with
Ukyou.  I think the gender-specific pronouns should be based on whatever
gender the person is at the moment.

I've done it both ways now. And I have to say, I think either way works,
depending on the reasons behind it. I believe that this is the most 
effective technique for what I am trying to do in this story, so it will 
remain as is for this particular storyline.
