RAAC is for finished works. Whether or not you send it in installments as
they are finished is up to you, but the RAAC FAQ suggests that you wait
until the entire fic is done before you send anything. That way, if you have
to change anything in the early parts, you can, and you don't look like a
fool if you decide not to finish it.
