As for "earthquake proof" construction and associated construction codes, it 
could be worth reading "Quake" by Albert J Alletzhauser.  This is a novel set 
in Tokyo when the big quake finally hits!   This book also contains material 
on political fund raising scams based on the stockmarket.   The description of 
the destruction of Tokyo both structurally and organisationally make the the 
BGC megacorporation scenario very plausible.
