Probably mainly because New York is not prepared for a major
earthquake as
they *just* *don't* *happen* on the US East Coast (within living
memory,
anyway)
Last I checked, there weren't any major (or minor for that matter)
fault lines running through the New York area. So, earthquakes
shouldn't occur there. (Of course, my geography skills aren't the
sharpest in the world, so if I'm wrong, someone please call me on it.
)
