In the anime, yes. In the manga, both forms have dark brown eyes. Most
fanfic writers go with the anime version.

No.
After all, Herb fell into that same spring, and he looks nothing like
female Ranma.
Plus, female Ranma looks a lot like Nodoka (as noted by the Tendo
sisters). Sure seems to me to be evidence that we're merely seeing
Ranma with an Y-chromosone changed to an X-chromosone.
Others will disagree, of course. :) But that's my view.
