Well, you see, there's two schools of thought on that....
One says "yes"
The other says "no"

Herb fell in the spring, and looked like a female Herb - so NO.
Herb threw a monkey in the spring, the monkey looked like onna Ranma,
so YES.

Has anybody considered that their might be TWO of these springs? One
that
Ranma and the monkey fell into, and one that Herb fell into? This would
explain everything. And I'm sure more than one female has fallen and
'drowned' at Jusenkyo, besides Akane of course. :)
Nope. Both happen in the same scene, and the monkey clearly kicks Herb
into the same spring. Besides which, while the monkey-girl _does_ look
like Onna-Ranma...she does not look exactly like her, the most obvious
differences being that she has fangs and her hair is longer. Thus, I
tend to discount using that as evidence they'd all look the same...it's
simply an unfortunate coincidence, later adding to Herb's hatred of
Ranma. Besides, I sincerely doubt any girl looking exactly like
Herb-chan had ever fallen into a Jyusenkyou pool. She is, rather, shall
we say, unique...
Bottom line is that Takahashi-sensei was not very consistent with the
nature of the Jyusenkyou curses, so you can write it either way. Most
assume that the cursed person would NOT look like Ranma's cursed form,
but
that does not mean that you can't write it the other way. Several
others
have. ^_^
You know, I really think someone should go and set a bunch of standards
on this type of thing. The reason why Takahashi [I guess] was so
inconsistent was to avoid confusion. Also, if Herb did look like Ranma,
that would have changed the plot completely. But, what do I know?
Personally, i don't find her inconsistant at all. Incomplete, perhaps,
but I've yet to find any contradictions.
Another thing? Why does most everybody use the Anime versions of these
type of things? No one ever seems to use the manga. Hardly ever do I
find
a fic where the female Ranma doesn't have red hair. Do more people
watch
the anime than the manga, or what? I frankly do not understand. But
there
is a lot about fanfic authors I don't understand. :)
For one, it's debateable about the hair, since multiple manga colour pix
(like the ones in the Memorial Book) have Ranma-chan with red hair.
Second, yes, more people have watched the anime, at least they're by far
the more common ones that I've run into. Finally, it simply seems to be
the accepted convention...even when I stick to a pure manga story (like
The Ties That Bind) I generally have Ranma-chan with red hair.
