Well, you see, there's two schools of thought on that....

One says "yes"

The other says "no"

Ironically, both of them use the 'Herb' story arc in the manga to prove
their points.

Herb fell in the spring, and looked like a female Herb - so NO.

Herb threw a monkey in the spring, the monkey looked like onna Ranma, so YES.

<<shrug>>

Bottom line is that Takahashi-sensei was not very consistent with the
nature of the Jyusenkyou curses, so you can write it either way.  Most
assume that the cursed person would NOT look like Ranma's cursed form, but
that does not mean that you can't write it the other way.  Several others
have. ^_^
