 and an Idea.

 Here's a handy little fact from Japan's Sex Trade - a handy little book
for stuff like this.

 The Law On Business Affecting Public Morals which took effect 
 in 1985 in February (actually Valentines' day of that year...no really!)
disallowed the hireing of minors by Japans Bath Association.
 It also imposed safety regulations.
It also covered "service" of minors as well.
 (this is why we don't have anyone at the age of consent 13 in the story)

I think you could make the story even darker and more desperate in it's
efforts to find the light by talking out the first part and simply writing
it as an encounter by a normal youth...ut that starts to get to depressing
even for me.
