Did he "allow" himself to be beaten up, or was it the standard
anime/manga ability of young women to knock around hentai young men
regardless of martial arts training?  If Rouge thought that he was 

peeping,

then by anime/manga convention, Tarou would be incapable of avoiding 

the

physical response.

He allowed her to.  Three reasons: she wasn't beating him up hand to
hand, she was tossing large objects at him, while he simply turned 

his

back and took it.  Second, when it was over, he said "Satisfied?", 
which indicates he let her do so.  Third, Rouge-human couldn't do 
_anything_ to Tarou unless he let her or was unconscious, because 
otherwise he'd break her neck and be over with it; he would have in
the dojo if Ranma and Soun hadn't jumped him, and he almost crushed 
her later until she agreed to tell him how to use the 'source of 
power'.

  All hail the anime god Tarou.  He must be a deity, since according 

to

Blade, Tarou is immune to a phenomenon that affects every male in comic
anime.  It is a basic tenet in anime and manga that an enraged woman 

who

believes that she is defending her honor can always strike the man 
believed to be at fault regardless of relative martial arts ability.    

<smirk>  I have two answers to that, my friend.  First, I want one
or two examples of an anime male who WILL beat up girls in self
defence (very rare, ne?) without hesitation get pummeled by one 
against his will.  Second, Tarou is already breaking another 
established rule: he's a _villain_ who is BETTER than the hero and 
NEVER loses to him, despite his multiple appearences and the fact he 
enrages the hero.  Would you care to give a couple of examples of 
other villains who have done that, hmm?  ^_^
