-Tarou is very honourless by most standards, but he does have a code
of conduct that he follows strongly, related possibly to the above and
a bit of general chivalry.  He is not actually cruel except to someone
who has enraged him (see below), and (especially where a woman is
concerned) will actually go through inconvienance when in the wrong.
An example would be that when he saw Rouge bathing, he ALLOWED her to
beat him up (even though it wasn't his fault) for several minutes,
before asking her if she was satisfied and attempting to leave.  
 Did he "allow" himself to be beaten up, or was it the standard
anime/manga ability of young women to knock around hentai young men
regardless of martial arts training?  If Rouge thought that he was 
peeping,
then by anime/manga convention, Tarou would be incapable of avoiding 
the
physical response.

He allowed her to.  Three reasons: she wasn't beating him up hand to
hand, she was tossing large objects at him, while he simply turned his
back and took it.  Second, when it was over, he said "Satisfied?", 
which indicates he let her do so.  Third, Rouge-human couldn't do 
_anything_ to Tarou unless he let her or was unconscious, because 
otherwise he'd break her neck and be over with it; he would have in
the dojo if Ranma and Soun hadn't jumped him, and he almost crushed 
her later until she agreed to tell him how to use the 'source of 
power'.
