I point to the Spring of Drowned Akane created in the last story arc of
the Ranma 1/2 manga.  Akane didn't die when she fell into the 'blank'
spring, but it did create an 'Akaneniichuan'.  There has been much
discussion on this in the past (I can name at least two rather drawn-out
debates about exactly how the Jyusenkyou springs work); including the
point made that the spring Akane fell in was a pool of concentrated magic
water, not the less-powerful stuff that seeps up to the training ground.

MY personal theory is that the series contradicts itself in enough places
anyway that you can't really say the springs all work one way or another.
