Really there is no part for Batman in this.  After all, a Batman
of the future would concentrate on threats to MegaGotham, and Freeze 
was hardly a Joker or even Catwoman level of interest for Bats on
a personal level.  You are right to leave him out.

Madigan frowned.  'No?  What do you mean no?'

'I shall upgrade the suit myself.'

Ah yes.  No self respecting supervillain of Gotham would 
wear off the rack clothing.  There always has to be that
personal touch.  And of course it gives him a chance to
guard against treachery a little.

She knew of her reputation as an 'ice queen'.  Even her own team
occasionally referred to her as one, although not intending to be mean
to her.

They didn't understand, the people.  She hoped at least her teammates
did.

"not intending to be mean" is wrong for Sylia's internal dialogue.
Too immature, given that Sylia is a lot older than her age.  
Although, I suppose she did come up with that idiotic set of 
girls club regulations.  Were there any of those regs they didn't 
break?  Still, "cruel" would probably be a better word.
