I think You mean why Cologne WOULDN'T train any of the girls.  

Well, Cologne spoil Shampoo too much to train her in either one of the three
techniques that R & R use(all requires *painful* training), as can be seen
in the fact that she had never pressured her into training since they had
settled down in Nerima, yet still praised what skill Shampoo has in Manga7,
fastfood takeout section.  The only time she pressure Shampoo was in
Jesenkyo, and after the cat-pool incident, Cologne had stopped pushing her
too much.  As such, Shampoo didn't even know how to use the BASIC STEPS of
these techniques, a clear sign that she hasn't been trained in (nor been
serverly prepared for) any of them.  

As for the other girls, I doubt if Cologne see any special potentials in
them that could make her unconditionally show them techniques as she did
with Ranma and Ryoga.   Besides, Ukyou or Akane can train in Hiyru Shoten Ha
if they want to (Cologne showed all Ranma, Ukyou, Akane and Genma the
technique in manga 13), but apparently they aren't interested.
