If it requires a female body and mind then Akane would be able to do it
whenever she gets splashed by cold water.  But if we expand it to UY, MO, and
other stories done by our personal goddess (We are not worthy to speak her
name. (Am I sucking up too much?)) then you need a state of extreme
anger/outrage to summon a mallet, which Akane would get in either form.  Then
again there is always writer's cavet.
