The answer to all of this is "unknown".  I don't think Sylia's mother is
even mentioned in the series (or in Crash, for that matter).

Unknown.  However, Rally was 19 in the first manga, which was published in
tankoubon in 1991. (a tankoubon is a compilation of the individual
manga-published stories, sort of like a 'graphic novel')
