Probably because he knows how jealous it makes Ranma. He knows Akane
only thinks of Ryoga as her pet, and he's desperate enough to be willing
to put up with anything if it might pressure Ranma into marrying Akane.

Same is probably true for Genma who also knows about P-chan -- he saw
him change back to human form for the very first time.
